
The Assembly is comprised of delegates representing constituencies of students enrolled in the Graduate School and Penn State Law. The Assembly votes to pass resolutions, approve appointments and expenditures, and carry out other responsibilities as outlined by the constitution and bylaws. Aside from delegates representing academic colleges, five at-large Assembly delegates are drawn from the graduate and professional student body at Penn State University Park. Additionally, the GPSA has five Graduate Council Student Caucus members who also serve as Assembly delegates. Academic college and at-large Assembly members sit on committees to help better represent and support graduate and professional students.

Speaker of the Assembly
The Speaker of the Assembly is responsible for confirming and distributing the Assembly agenda, monitoring all ongoing legislative efforts, meeting with the chairs of standing and ad hoc committees and subcommittees, working in conjunction with the President to appoint liaisons, and representing the properly legislated voice of the Assembly to the University. The Speaker is nominated from and elected by the delegates of the Graduate and Professional Student Association Assembly at the first meeting of the legislative term and is a non-voting member of the Executive Board.
